"Wagner studied at the Julien Academy, the Ecole des Arts Decoratifs and the Ecole des Beaux Arts in Paris. He successfully exhibited his work at the Salon des Independants in Paris as of 1925, followed by the Salon d'Automne in 1927, and the Salon des Independants in Bordeaux and Bourges. He specialized in maritime scenes of fishermen as well as festivities in the small fishing villages off the coast of Brittany."
